If we are talking about paint, we are talking about reflective colour. Red paint looks red because it reflects only red. Orange reflects red and yellow. Black reflects nothing, making it the absence of colour (also the reason black gets warmest out in the sun). You can prove this by spinning a colour wheel around really quick. It will appear a dirty white.

Same is true with coloured lights, or additive colour. The only difference there being, green replaces yellow as a primary colour.
