My department is updating their list of numbers for employees for after hours contact. I have a problem with including my home and cell numbers on this for this purpose.
I'm on call one week a month. In my opinion, that is the only time anyone from work needs to call me, and they know the on call phone number.
Am I wrong?

Because, If you're already on call for one designated time frame, then all other non-9 to 5 times are strictly personal, including parental responsibilities.
