Yes, but you won't be able to buy the right sort of paste from any hardware store as it cuts into their sales of wallpaper strippers.
Mix 4 parts wallpaper paste with one part fertiliser and apply as normal. It may smell slightly strange for a day or two, but after that everything will return to normal.

The house wy wife and I are renting now was previously occupied by friends of ours. My wife was telling the lady half of those friends about the hidoues border we removed while painting. Apparently, the former lady of the house is the one who hung it.

Jilly, you can put wallpaper over wallpaper, but make sure that the wallpaper that's on the wall now is not starting to peel. I would take the border off if I were you, because you will probably see it underneath if you wallpaper over it.
There is paste that is made for this purpose--it usually says "vinyl on vinyl" or "heavy-duty" or something like that on it. If it says "for pre-pasted wallpaper" on it, it won't be strong enough.
Frankly, it would be easier for you to strip what's there and paint. Unless they wallpapered directly on drywall without priming, which means that you won't be able to get it off at all.
Try peeling some in an inconspicuous place. If it starts to peel off fairly easily and you can see paint underneath, you're O.K. If it's stuck really hard and rips, forget it.
The easiest way to take it off is to rip the top layer of vinyl off in big pieces and there will be the underlayment of paper and paste left. Mix equal parts warm water and white vinager in a spray bottle and soak it down a few times. It should scrape off with a putty knife.
Don't bother buying DIF or anything like that--vinager works just as well.

Jilly, you can also use a mixture of equal parts water and cheap-o fabric softener on the paper if you can get the vinyl layer off. Soak it down with a sponge, leave it for a min or two, then sponge over it again and the paper will peel right off the paint.
Our bedroom had ugly pale blue/pink/silver early-90's wallpaper when we moved into our new house. It was hideous, but the fabric softener worked and smelled pretty.
