I live in a basement (SHUT UP) and over the past 7 years, someone has either flooded the toilet or knocked over a bucket of water (the mop sink is in the next room). On the water pipe, a smaller, retarded water pipe connects to it and there is a water pipe thing you turn (I am not good at knowing what stuff is). Well, it's also flooded me out in the past, and this time, my clean laundry got soaked- recently, I'd wised up and started putting it in a box lined with a plastic bag, so the fact that it's wet suggests that the water this time came from the ceiling or those pipes along the wall.
So what I'm wondering is, what would happen if the smaller pipe was turned off? Would there be less water leakage, or more?
I don't expect a serious answer, but this is really starting to bug me, especially since cockroaches are attracted to water and I do not want those Frosters.

If I had a better description I might be able to help. You could always take a picture, one overall, one up close, and I might be able to help.
I will also need to know:
what is the main pipe is attached to?
do you share the pipe with other residents?
potable water or sewage?
