I was perusing the interwebz looking for ways to organize our new place, and saw this nifty device that holds mops and brooms and whatnot. The part that confuses me is the whatnot. Specifically the thing on the right. What is it? What does it do?
(I'm sure there are real answers to these questions, but nothing spoils a funny thread my fun like factual information)

That telescoping brush looks like a better way to clean the blades of a ceiling fan than to stand on the very top of a cheap 6-foot stepladder, hoping to hell the whole time that the thing doesn't collapse or you don't fall off it and break a hip.

unintended (but valid) use: It allows my wife to pull me out the tree in the back yard by my nuts.
optional use for a person who needs money, but has no respect: This tool makes it possible for a person standing on a bridge over a small river that is populated by tourist boats, to reach down and steal small puppies from the tourists. The person can then turn around and send the puppy owner a ransom letter, stating the terms of the puppy-napping. If done correctly, this should provide the person with some money.
